The number of strands is meaningless as to the quality of the cable. The ONLY reason for using stranded wire is that it is much more flexible than solid wire.

Attached is an excerpt from UL.com guide card for AVLV2 category code. It describes how certified wire should be marked. You can check for UL certification at UL.com on-line certification directory if you know manufacturer name or file number. The seller may be able to get you this information for proof of certification. REQUIREMENTS The basic standard used to investigate products in this category is ANSI/UL 758, "Appliance Wiring Material." In addition, IEC TS 60695-11-21, "Fire Hazard Testing - Part 11-21: Test Flames - 500 W Vertical Flame Test Method for Tubular Polymeric Materials," may also be used. UL MARKING Components Recognized under UL's Component Recognition Program are identified by markings consisting of the Recognition Mark of UL (shown below) on the attached tag, the reel, or the smallest unit container in which the product is packaged. Q: Can is be used outside? Direct 14/4 direct-burial speaker wire

The wire that I purchased was 14/2 and was not rated for direct-burial or in-wall use. You should look for wire specified for that application. This would not be suitable for that, though I would be comfortable hanging/stringing it along under eaves or a patio roof, so long as it was reasonably sheltered.
