Q: How is the quality of it?

I wouldn’t call it high quality, but it is a tough hat and very comfortable. I’ve had no issues with it while hunting and working.

Q: What is the "IR" velcro on the top of the hat used for?

It’s actually an “operator” hat. It’s FAR more comfortable flat with the Velcro instead of the button when you’re wearing ear protection, etc.
