Q: Will it shut off automatically if you do not shut it off? If so how long will it ring?

The instruction manual says "When the countdown timer reaches 0:00:00, the timer will beep and flash for 1 minute and start to count up." So I specifically tested for this and it's correct. After 1 minute, the beep and flash automatically stop although if you press the start/stop button before 1 minute, the beep/flash stop immediately. It's a good basic timer, I like it - and when you're not using it as a timer, it doubles as a clock (time of day) if that's of any interest.

Q: Does this timer count up after countdown complete?

I just tried it, and yes it does count up when the countdown is complete.

Q: Why can't I set the time?

This will sound silly and inconvenient . When you remove one of the batteries & replace it, clock will read 12:00 AM. So at 12:00 midnite , remove one of the batteries & replace immediately & the clock will now read the correct time. You can use this method until someone else has a better idea
