Q: Can this unit be used in a large water tank (10m high), to measure distance from the top of the tank to water level? Will laser beam reflect properly?

This device uses infrared laser. I am not sure how much reflection can be in the surface of clear transparent water. I think it would be minimum and that will be bad for the measurement. I would go for an ultrasound sensor instead.
