It just fills up with water. No inflation needed.

I never had this problem but after every use I would squeeze the water out and hang it up to dry outside.

Both! 😊Water is constantly running ... low, because the outside ring is intended to be a sprinkler, but the inside stays filled with a couple inches of water

Q: what is the best way to drain the water and keep it from mildew?

Try to drain it upside down with the drain at the bottom.
