Q: Does the base have a rubber ring to prevent it from scraching the floor?

Yes there is a thin rubber ring around the outer edge of the base to prevent scratching the floor and the centered part of the base is domed so it doesn't touch the floor. Hope this helps

Q: My bar is 45” high. Will these be stable if raised to highest level?

My bar stools are always at the highest level and never had a tippy issue even when the three/four year old struggles to climb up. The base is wide enough for stability at that height.

Q: Will this work for 28” table?

The stools are probably too tall for a 28” table.
