Q: Can it maintain 12v 1.5amp Output when the input varies between 12v-14v at 1.5amps?

It is not very good at maintaining current more than 1 A , but still if the current remains constant , it can maintain but it will get warm .

Q: I want to convert 5v from usb charger to 3.7v or 4.2v to continously use plugged in to mp3 player using 3.7v without fear of overcharging. possible??

This module can provide you fix 3.7v but if you are charging a battery, it will not auto cut off charging, so not recommended for your purpose without additional measures.

5v is the min on which it will work... Keep the voltage little higher than that as you want to boost the voltage, to ans your question yes it will provide 12v constant dc volt if you provide 5 to 7v. Remember you need sufficient current at input. Remember the formula I1xV1 = 0.94xI2xV2
