Can I use a bigger or a smaller backing plate on this dual action polisher?

The plate could be replace with a larger one as long as the spindle thread of the plate is also 5/16 inch (8 mm). Otherwise it won't fit.

Why is the polisher rotates slowly or stops rotating although the motor is running?

Excessive force will stop the pad from rotating. Only need to glide gently, keep the pad against the car's surface, then the polisher will rotate properly.
